Massoud Rezakhani Consulting (MRC) LLC provides flood hazard analysis and mitigation solutions for both public and private-sector clients. Our expertise covers flood hazard mapping, disaster response and mitigation services, land planning and development, and coastal engineering.

MRC LLC has over 50 years of experience, including 30 years of experience working directly with the Federal Emergency Management Agency (FEMA) under the National Flood Insurance Program (NFIP). Our firm has helped develop several of FEMA’s current policies and regulations. This allows us to quickly and efficiently evaluate existing FEMA floodplain designations, negotiate with federal, state, and local agencies to get them reclassified where possible, and obtain the necessary permits to ensure successful completion of a project.

By analyzing the FEMA floodplain designation areas at a more detailed level, MRC LLC is able to reclaim the use of previously unusable land. We are often able to reduce the floodplain areas and provide flood mitigation plans for the remaining areas, such as the design of detention basins, floodwalls, road crossings, and channel sizing.

Headquartered in Scottsdale, Arizona, MRC LLC has satellite offices in California, and Hawaii. Regardless of project size, location, or turnaround time, we have the resources to meet your needs.

Massoud Rezakhani is the President of MRC LLC. As a Certified Floodplain Manager (CFM), Mr. Rezakhani has been providing flood analysis and mitigation solutions for public and private-sector clients for over 33 years, and has 30 years of direct FEMA NFIP Region IX experience.

Mr. Rezakhani has both technical and large-scale project management expertise in the areas of floodplain analysis, hydrologic and hydraulic modeling, and sediment transport analysis for a variety of riverine and alluvial fan projects. In addition, Mr. Rezakhani has managed and participated in detailed reviews of more than 2,500 FEMA LOMC requests and reviewed or performed analyses on over 300 FEMA-funded flood data updates. He has served as the FEMA liaison on dozens of assignments ranging from being a Regional MCC manager for several years to preparation of CLOMRs/LOMRs in the western states.

Mr. Rezakhani has developed and published multiple FEMA regulations, including Zone AR Levee Policy and National Certification Forms. He is a member of the American Society of Civil Engineers (ASCE), the Association of Floodplain Managers (ASFPM), and the Floodplain Management Association (FMA). He holds a master’s degree in civil engineering from George Washington University.

Neil Jordan is a registered Civil Engineer with 22 years of public agency and private practice experience specializing in hydrological and hydraulic analysis and modeling, urban and rural alluvial fans, and levees. Mr. Jordan has applied and written technical papers on 2-dimensional flow, specializing in US Geological Survey Diffusion Hydrodynamic Model (USGS DHM), the public domain precursor, and functional equivalent, to FLO-2D. Mr. Jordan’s civil engineering experience includes hydraulic and structural design of subcritical and supercritical urban flood control structures, FEMA floodplain studies, and storm water quality. His experience includes interactions with FEMA Region IX, US the Army Corps of Engineers, and various federal, state and local agencies. Mr. Jordan held senior-level civil engineering positions for the Orange County (CA) Flood Control District.

Some of his key projects include: Flood Insurance Restudy FLO-2D Modeling Review, South Kona, Hawaii (hydrology, 2D modeling sensitivity testing). Alluvial Fan Flooding Study, Thousand Palms, CA which included FEMA FAN analyses, coalescing fan analyses, and retarding basin analyses (1-D and 2D modeling). Residual Floodplain Study and public outreach, Orange County, CA (hydrology, 1-D and 2D modeling). Detailed Flood Insurance Restudy for Coastal Development Project, CA which included modeling of multiple levee breaches, multiple pump stations, unsteady ocean tidal control, and future sea level rise scenarios (hydrology, unsteady 1-D modeling with Corps of Engineers UNET, FEMA liaison) Dam Breach and Alluvial Fan Flow Analysis, NV (2D modeling with USGS DHM). FEMA map change impacts and conceptual CLOMR for development in Moorpark, CA impacted by FEMA’s 2005 map changes (FEMA liaison).

Maximo De Vera is a registered Civil Engineer in Arizona and Hawaii with over 25 years of experience specializing in hydrological and hydraulic analysis and modeling around the world. Mr. De Vera holds a M.S. in hydraulic engineering and a Ph.D. in Soil and Water Conservation from Cornell University. He is an expert in hydrologic and hydraulic modeling using HEC-1, HEC-RAS, HEC-HMS and related software.

Mr. De Vera is a former civil engineer with the Flood Control District of Maricopa County, Arizona, responsible for hydrologic and hydraulic modeling studies and review of storm drainage designs and area drainage master plans. Mr. De Vera has managed large-scale floodplain delineation studies in Arizona and Hawaii along with numerous FEMA Letter of Map Revision (LOMR) studies.

Carter Romero is a registered civil engineer in California and Hawaii with over 15 years of experience. He has extensive experience in both the public and private sectors. In addition to his civil and structural engineering design and permitting expertise, as well as structural special inspections, he is also a licensed masonry contractor giving him a well-rounded background in the various facets of projects.

Mr. Romero is a former civil Engineer and Floodplain Manager with the County of Hawai‘i, Department of Public Works, he was responsible for Review of permit applications for subdivisions, earthwork, drainage, oversight of the floodplain Management program for Hawai‘i Island; he reviewed construction permits; designed drainage facilities and managed FEMA disaster mitigation projects.

Mr. Romero has been involved in Structural design of steel and masonry commercial buildings, educational facilities and medical facilities; structural special inspections; editing construction specifications; and coordination of contractors, architects and engineers during construction.
